Have a piece of code (on an include) at the top of each page that will:

Determine the current time for the user (based on the user configured timezone)
GMT

For people not logged in, GMT will always be used. But for logged in users, the site should generally show their local time (which they can configure as needed...like when all the Euro people go on their twice a year 6-week vacations...yeah...I'm bitter).
