Some initial thought. I propose that you'd randomly choose one factor from each list. So, for example, you could end up with Light Rain in Strong Wind on a Heavy Pitch - with each impact adding to the others.

Bright sunshine Catching kick offs becomes harder if the receiver is facing the sun Sunshine needs a direction
Hot and humid Energy loss +1/minute Humidity requires a soft/heavy pitch
Light Rain Catching becomes harder
Heavy Rain Catching becomes much harder
Light Snow Catching becomes harder
Heavy Snow Catching becomes much harder
Fog Kicking becomes harder Fog can only appear in light winds on a heavy/soft pitch
WINDSPEED Windspeed needs a direction to determine how it affects kicking
Light wind (1-15mph) No change to base values
Moderate Wind (16-30 mph) Passing and kicking become harder
Strong Wind (31-45 mph) Passing and kicking become much harder
PITCH
Heavy Energy loss +2/minute.

Injury Risk +0.5

Scrum at greater risk of collapse, creating a higher risk of fouls (+1%) being conceded.

Running becomes much harder

Follows prolonged heavy rain that has turned the pitch to mud.
Soft Energy loss +1/minute.

Injury Risk +0.2

Running becomes slightly harder

Follows constant rain making the pitch slippery
