Examples: Plays 4, 9.
It looks like offside and false start penalties are still counted in the same play number as the previous play. For instance, play 4 is a successful 5 yard pass. Then it doesn't move to play 5 and show 2 & 5 on the viewer, it stays play 4 and transitions directly into a false start and moves backwards before finally ticking over into play 5 and showing 2 & 10 finally.
Maybe this is intentional and a result of play mechanics?
