The screenshot here is a Step 3 update.  Last season (after making an update to the page on another fix in Season 2 I believe), the page dropped the ability to show:

1) The players I can spend RP on to sign AND the teams recruiting

AND

2) The players I cannot spend RP on to sign AND the teams recruiting

That last part in bold there is what had dropped off.  I had it in season 2 because teams should know where recruits have taken visits (it shows in Step 2) but it had been dropping off in step 3.

This gives teams the ability to see all that.

For example: Steve (Columbia) can see that Max (St. Charles) will be spending 400 RPs on player #1 so that can be taken in as he determines how to spend RPs on the players he is trying to sign.

This screenshot is from my perspective and still only shows which players I can/cannot sign based on participation (or lack there of) in the Step 2 visit process...
