The rules state that "No more than 15 CPs may be carried over from one session to the next." Is this rule in force?
To belatedly answer Dave Dowson's query about asset stripping in the South West, the Hereford United manager freely admits that he hadn't read the rules and therefore didn't realise that you got a CP for each fit non-youth player in your squad. The Bristol City manager was thus poorly advised!

First off its great to see Andy is having a go at the rulebook. 
Yes, the 15 CPs is in effect. For example, see this page:

Swansea was NMR in Session 1. They started w/30 CPs and used 0, so their 'carryover' of 15 is in effect. If that's not clear of you have further questions, just let me know.
