10.1 COACHING POINTS (CPs)
At the start of each session, a team receives CPs as follows:
1 CP for each non-youth fit player (fit means better than -3 fitness.)
10 CP for winning any game
5 CP for drawing any game
Does a cup game that is resolved by a penalty shoot-out count as a draw with regard to CP earning?

That's correct, it does currently get counted as a draw.
This is a "carryover" from the original MSWL. When I was trying to determine a draw versus a win for that league (and its offspring) I believe I was told that it was considered a "draw".
It may or may not be worth much, but here's a wikipedia page on the topic and some verbiage:
A shootout is usually considered for statistical purposes to be separate from the match which preceded it.[30][31][32] In the case of a two-legged fixture, the two matches are still considered either as two draws or as one win and one loss; in the case of a single match, it is still considered as a draw.
Now, if there's strong opinion otherwise and folks think these should be wins and can make their case for a future change, I will evaluate that.
